Broken extension permissions after macOS Migration

Details

The issue described in #4375 and workaround found by @WooJoongKim0107 is still relevant with the most current release of macOS and Karabiner.

The issue:
System extension permissions don't seem to transfer cleanly while using the Migration Assistant. This causes modifications to not work at all.

The workaround:
Turn off "start at login", restart Mac, uninstall Karabiner, restart again, then reinstall Karabiner.

I just had this issue on macOS version 26.5.2 and Karabiner Elements version 16.1.0

I'm also experiencing the issues described in #4375 after migrating from an M1 pro to M5 pro via a time machine backup . I think that ticket should be reopened or this ticket should supersede it and be addressed. thanks.
