Description
Attendance in the PQCP TSC meetings has been poor over the last couple of months, see below:

If we can't reach quorom during these meetings, they serve very limited purpose.
For me personally these meetings are at a inconvienent time (9pm) and planning my evenings around it and then having to postpone due to lack of attendance is frustrating.
I think we need to reconsider these meetings. We could consider changing the meeting times or frequency if others think that would be increasing attendance. An alternative would be to consider not having any meetings and do all communcation through Github issues - if this is aligned with PQCA rules.
Any other suggestions are welcome, @pq-code-package/pqcp-tsc.
I will inquire during the next TAC meeting (but maybe @hartm, @brian-jarvis-aws, @AdityaKoranga can already answer here): Do we have to hold TSC meetings or could we organize the TSC entirely through Github issues?
