Quick retry (ctrl+R) only works when pressing ctrl first

Bug description

When using ctrl+R to quick retry a song it only works when pressing ctrl first. When you press R and then ctrl (by even a single frame) quick retry does not work.
This does not match stable where the order of pressed keys does not matter.

It might not match stable, but that's generally how keys work. This won't be changing.

If you'd like R to work on its own, you can rebind quick retry to just R.
