RaoUtil.getLastAvailableRangeActionOnSameNetworkElement does not work for several curative instants

Describe the current behavior

Currenlty the method getLastAvailableRangeActionOnSameNetworkElement from RaoUtil works when there is only one curative instant.

-> when calling this method on a curative RA that is also available in preventive, the preventive state is systematically returned. However, with multi-curative optimization, that could be a previous curative instant.

Describe the expected behavior

Adapt the method so it can work with several curative instants at once, and add cucumber tests to verify this.
