[Enhancement]: Apps and Manifest Overrides in cndi ow

Please provide a summary of the enhancement you are proposing:

cndi ow renders a bunch of 'core apps' to the cndi/cluster_manifests/applications/ and some stray manifests to cndi/cluster_manifests

by using the same name for a resource within cndi_config[cluster_manifests] or cndi_config[applications] users should be able to clobber these outputs

Please provide the motivation or use case for this enhancement:

this provides flexibility and customization beyond what we can ship as dedicated features ensuring the user never needs to edit the output files in cndi/
