Initial draft for the docs. The statement-store is becoming more and more important in the future of Polkadot. We need to make sure it's as visible and usable as possible for developers.
Unsure about this part (https://github.com/polkadot-api/polkadot-api-docs/pull/75/files#diff-03617d9ebee9f22a4d4f84543eae871469f070d30b53826266971e4d3a990f0cR74-R85), is this the intended way of doing it, @carlosala ?
