Update PR template #574
Description
Let's update our PR template with some more guidance, we should provide guidance like we do in CLI for Microsoft 365:

Things I would love to see;
- Details for the title
- Highlight the main branch a bit more
- Suggestion how to solve merge conflicts
- Suggestion how to breaking links issues
