I don't really understand when or why. But see e.g. https://bugs.gentoo.org/949056#c7
Also, based on what happened in https://bugs.gentoo.org/959075 I tried to create another one!

$ pkgdev bugs -s =dev-build/gtk-doc-am-1.34.0 --edit-graph --stabletime=1

Works for one, not the other? But! Both times it says "Merging @gnome/gtk-doc group nodes", so it clearly knows what it should be going for...
The alsa thing is the same:
$ pkgdev bugs -s =alsa-ucm-conf-1.2.14 --edit-graph
