Description and context

Currently we only support query story version via CLI, which make version monitoring harder for validators.

Some validators tried to call /abci_info RPC of CometBFT, but also got empty version info.

Suggested solution

  1. add story API to return version info
  2. specify the version in app info so that /abci_info can return the story version
