Investigate `INTERVAL` and DateTime arithmetic behavior

Tracking issue for behavior of datetime operations with INTERVAL output type and result. There's some ambiguity in the SQL spec and in our current implementation for

1. date +/- day time interval
2. time +/- year month interval
