Add the quickstart on Docker guide

The guide would need a Docker container published, based on this one, which would pull a quickstart-0.7.0-docker.tar.gz release file.
The release would contain a Parsec service contains all providers and authenticators, the parsec-tool, configuration and Go/Rust examples.
Once the container is run with bash, users would be able to directly perform parsec-tool commands.
