Move/Swap any workspace to the monitor my mouse pointer/focus is

I'm loving PaperWM, it's a joy to use.
I would like to know if it's possible to configure the following (for single and multiple monitor setups):

1. Be on Workspace 1, Monitor 1
2. Move over to Workspace 2, Monitor 2
3. Make Workspace 1 appear on Monitor 2, preferably with a single shortcut. (I assume this would in practice swap Workspace 1 and 2)
4. Move over to Monitor 1 which now has Workspace 2.
5. Make Workspace 3 appear on Monitor 1, preferably with a single shortcut. (I assume this would in practice swap Workspace 1 and 3)
6. etc...

I haven't found a way of being able to swap workspaces "in place" like this. Any hints on achieving this is most welcome.

How is it different with "Swap workspace with monitor to the [Right|Left]"? Default hotkey Super+Alt+Left|Right
