Add Tin Canny Reporting to Compatibility module

Tin Canny Reporting does not work on Pantheon without hacking the plugin to remove the rename function. A workaround exists to replace the rename with a copy and unlink workflow.

• Can we scan the plugin for whether the rename function exists in the specific file? If so, we can tell if the user has applied the fix and dynamically update the recommendation ("this works but it's brittle" vs "this isn't going to work at all").
• If not, we should hard recommend against this plugin (with links to documentation showing the hack) in the compatibility layer message.
