Update NPM page

What happened?

Currently npm package is completly empty https://www.npmjs.com/package/conjure-client

What did you want to happen?

Update page with README.md and some simple info

Even better conjure-typescript-runtime shows with a security package: https://www.npmjs.com/package/conjure-typescript-runtime

I suspect that we'd need to add the README.md at the /packages/conjure-client level here rather than at the root repository directory level. This would allow it to get picked up
