[Bug] Unable to re-activate Necrozma form items

Describe the bug

Necrozma is stuck in its base form, and selecting Activate does nothing. I deactivated N Lunarizer before acquiring Ultranecrozium Z, thinking it needed to be in its base form to become Ultra Necrozma. Applying Ultranecrozium-Z to Necrozma immediately moved me to the next save and hard saved, so I could not undo my mistake even on a separate device.

Expected behavior

Necrozma should be able to change into Dawn Wings and Dusk Mane, and then Ultra Necrozma, between stages by selecting "Activate N Lunarizer" and the like.

-Only checks for either Solgaleo or Lunala when spawning Ultranecrozmium Z, instead of both
-Ultranecrozmium Z spawns when Necrozma is only in its base form and doesn't check for having Solgaleo/Lunala unlocked
