Disable drift detection during specific windows

As terraform drift is only supposed to happen during working hours, it would be beneficial to introduce a feature allowing users to specify a time window during which Terraform layers are not automatically planned or applied. This could enable significant cost savings, particularly by restricting layer plan/apply to working days and hours. For instance, configuring Terraform to only plan layers during working hours could potentially reduce runner costs by up to 60%.
