In theory Euphonic could easily allow simulation of inelastic X-ray scattering by allowing Q-dependent scattering factors. Some research will have to be done to determine how to do this and if there's anything else we're missing. This may be a useful resource.

There is a piece of software called ab2tds developed by scientists from the ESRF that is able to do so. This might be another useful resource.
