Cosmo Sequencer: Cosmo Rev B sequencer can now readback `V1P4_NIC_A0HP` power good state; what do we want to do with it?

In Cosmo #622, we discovered that the sequencer FPGA did not monitor the state of the V1P4_NIC_A0HP power good output. This was the only rail on the board we didn't have power good state readback for, so we connected the V1P4_NIC_A0HP power good output to an FPGA pin in Cosmo B.

At the time of writing, the Cosmo sequencer ignores this rail. What do we want to do now that we have observability?
