Overviewer.org Avatar Look-up is incorrect after name change

http://overviewer.org/avatar/<name> doesn't account for name changes.

For example, I changed my name from computertechie to Peppercat, however the avatar lookup only works correctly for my original name of computertechie and returns a default Steve skin for Peppercat.

Assuming this services uses the Mojang published webservice to perform lookups, would it not be better to pass the players UUID instead?

Long and short of it is that service was broken but there has been a lot of behind-the-scenes reconfiguring of Overviewer resources, including discussion to just use minotar.net behind the /avatar service. I'll leave this open for now and eventually one of us will remember to look into it again.
