Description

[orchagent/syncd] Adding Loopback0 IP causes orchagent/syncd crash/dump on Accton-AS9716-32D Tomahawk 3

Which build are we running (if any)

osso202405 (and ossomain without BCM revert to 10.1.42)

We need to make patching this easier. Rebase sucks balls right now, and we don't want to replace the submodule with an ossobv version.
