Strange pre-release?

Can someone please explain this? https://github.com/ory/hydra/releases/tag/v25.4.0-pre.0 The version schema seems strange to begin with (25.4.0 after 2.3.0?) and the description appears to be a boilerplate placeholder (lots of foo/baz stuff) |
