🛣️ A module for Roads Maintenance and Management

As pointed out by the cities of Zermatt @Kay-Korrodi and Pully @ponceta, there are now different ways to monitor the roads maintenance state and we could provide a general modelization for TEKSI users to mutualize a bit the different approaches.

Proposed STEPS are following :

1. Provide a ILI model as it is as a base of discussion
2. Start a sample datamodel initialization
3. Create a sample QGIS project
4. Propose it as a TEKSI module in the future

There is a (currently private) repo by me that could serve as a POC TEKSI Road Management in the future. Once the repo is POC-ready, it will be published and can be taken over by TEKSI as an unofficial Module (unofficial = not marketed on the webpage, maintenance separate from TEKSI).

What we @VilleDePully would expect from such a module :

Road maintenance simple cartography (With graduations based on VSS criterii):

Contextual information about road maintenance, bus stops, public parking lots, pedestrian ways (asphalted/paved)

Linear cartography of road segments with speed limitations or trafic restrictions (size and weight)
