New php_ini settings adition

Running on windows the V0.3.3 with only the little patch to get it working, V0.4.0 simply was not working, unfortunately.
But i felt very happy once i got it running :) , as i became eager to code again after a 2 years full stop.

Now that i see there is options to override the php.ini settings in V0.4.0, does that mean i can later change for example:

upload_max_filesize = 5000M
post_max_size = 5000M
max_input_time = 3000
max_execution_time = 3000

etc, etc?
