Allow multiple backend sets for API server LB #474

What would you like to be added:
We would like to have the ability to specify additional backend sets for our API server load balancer.
Why is this needed:
Some Kubernetes distributions (like RKE2) use additional endpoints to facilitate management operations like joining nodes instead of the API server endpoint. We would like to be able to configure the load balancer to route traffic to those endpoints.
