FSR 4 on RDNA 3 on Linux

tested with AMD RX 7900 XTX (RDNA 3) on a 4k uhd configuration .
using cyberpunk 2077 (Heroic Games Launcher , GOG) on linux debian testing (forky) kernel 6.16.7 , mesa 25.2.2 .
optiscaler do not seems to show fsr 4 but the game does .
set upscaler to FSR 4 , Quality , framegen fsr 3.1 .
all seems to work around 80 Fps .
fps unstable . sometimes average to 90 Fps , sometimes 100 Fps , sometimes less .

In the light of the spread of FSR 4 INT8 finally compiled from the leaked code, here are some base rules:

• DO NOT ask for support regarding it
• DO NOT suggest shipping the DLL with OptiScaler
