[BUG] Cannot change start time of snapshot policy #1240

What is the bug?
When I try to create a Snapshot policy Im not able to change the Start time of the Snapshot schedule. Whatever is selected it goes back to 20:00

How can one reproduce the bug?
Steps to reproduce the behavior:

  1. Login to the OpenSearch Dashboard and go to Snapshot Management -> Snapshot Policy -> Create Policy
  2. Click on 'Start time' -> 20:00 and try to change the time.
  3. Whatever you select, it will go back to 20:00

What is the expected behavior?
I expect to be able to select whatever time i want the snapshot to be created.
