Port misc calls to new centralized RTI executive framework

Summary

Update all existing distributed query and misc services to support new centralized RTI executive framework.

This includes all:

• Handle resolution methods
• Callback enable/disable
• Attribute update solicitation (request attribute update) methods

Acceptance Criteria

Once complete, Portico shall:

• use the control channel for all attribute value update requests (should it use data?)
• be able to resolve handles entirely within LRC within the new framework
• be able to confirm this functionality through the existing unit test suites
• be able to confirm this functionality through the example 1516e federate
