are voting members also regular members by default?

the charter distinguishes between regular members and voting members. while it seems like voting members have the same responsibilities as regular members (and more), it's not clear if voting members are also regular members

in all likelihood, this detail is of little substantive importance, but it would be good to clarify for record-keeping and to solve for any potential onboarding discrepancies.

For example:

• some voting members are on the regular members GH team, and some are not
• some voting members are on the regular members list in the readme, and some are not
• the governance doc mentions regular members, once approved, will be added to the mailing list, but says nothing about voting members.
  • we should confirm nobody is missing from the mailing list
  • we should consider augmenting the governance doc with the particulars for voting members

questions to answer:

• are voting members automatically also regular members?
• if not, if regular members become voting members do they switch from a regular member to a voting member, or do they retain their regular member role and take on the additional role of voting member?

CPC agreed on 2024-07-23 that voting members ARE also regular members simultaneously. governance doc should clarify for the points mentioned above. charter MAY need updating, but note if that is the case, that is a bigger ask, and we should seek to minimize/avoid changes there as much as possible.
