Add Windows-specific instructions for pip/openenv mission

I recently worked through the pip/openenv mission and noticed that almost all the commands are different for getting things set up on my windows machine. Easily worked through with some additional legwork, but wondering if it might no be useful to include some guidelines here on OH for other Windows folks?

Hello! It's a +1 from me on this! :-) Thanks for reporting this! I am the one who wrote the pip/virtualenv mission and I have been planning to work on this for a long long time but haven't had the time to even get started.
