Data in newcache_info should be node-dependant

Currently, when selecting option from menu to hide a new cache, user has to accept information about registering a new cache. There is no node-dependant menu for this, so I assume this occurs in every node unless there is a local menu defined. The information has fixed layout and number of messages regardless of language selected but it projects rules and guidelines defined for a node outside the code. Now it looks like switching language to for example nl on the Polish node shows rules applying for NL node, not the Polish one.
Therefore:

• The information appearance should be node-dependant (unless it already is)
• The information contents should be node-dependant regardless of chosen translation, to be consistent with a node rules in each language available on node.
