ChatKit locale 'zh-Hant', 'zh-HK', 'zh-TW' display in Simplified Chinese

Description:
According to the ChatKit documentation (link), the locales 'zh-Hant', 'zh-HK', and 'zh-TW' (Traditional Chinese) are supported. However, when setting the locale to any of these values in the ChatKit panel, the UI and output are still displayed in Simplified Chinese.

Steps to Reproduce:

1. Set the ChatKit locale to 'zh-Hant', 'zh-HK', or 'zh-TW'.
2. Observe the UI and chat output language.
3. Expected Behavior:
4. The UI and chat output should be displayed in Traditional Chinese.

Actual Behavior:
The UI and chat output are displayed in Simplified Chinese.
