Target repository build pipelines are not triggered when central repo is updated. #24

As an example:
There was a push on openMINDS on 13th of may, but neither openMINDS_MATLAB, openMINDS_Python or openMINDS_documentation seems to have been triggered.

This is weird - I've just tested:
The manual trigger executed the target pipelines perfectly well - but it seems like the automated push to main didn't trigger the central action (although the push was properly executed). 🤔 going to do further tests

It looks like this might still be an issue, although I do not understand why as the setup looks correct.

There have been 3 pushes to main today, via the openMINDS_build_pipeline workflow, but none of those triggered the openMINDS_upstream workflow on the main branch.

Also did not trigger the codespell workflow

@Raphael-Gazzotti we should fix this. currently changes to the pipeline require a manual trigger of the upstream workflows.
