Make ocm-controller verify more efficient

When performing verification of a ComponentVersion is prematurely, and possibly unnecessarily, computing the digest of the ComponentVersions.

Why is this needed:

We are adoptiong OCM+Flux for rolling out our collection of services. The number of versions we will have for some of the services will be quite large and the number of services will also be fairly large. Excessive digest computation will put a strain on our compute resources.

It isn't an issue yet but we're still ramping up.
