organize and improve server side scripts

Where are they? What do they do? Which directories and accounts on the server are for what? Is the ocaml.org-scripts repo in use? We should get the scripts into version control.

It is used to sync the OCaml git repo with the SVN one. Maybe it is
misnamed. We have to discuss with @avsm to see what is the best
course of action.

Indeed, it's time we put those scripts under version control!

Be sure to use rsync -av --delete --delete-after .. to avoid issues like the one in #592.
