Packages link is jarring

The fact that the packages link takes you to the opam page is highly jarring. It feels like that link should leave you within the site, and instead it takes you to a different site with a different design and different header. This does not seem like the right thing to do.

@dsheets is working on the ocaml/opam2web scaffolding to fix this; see ocaml-opam/opam2web#68

This is being done in ocaml-opam/opam2web#113. Let's leave this issue open till that work goes live.
