Deprecate forge.ocaml.org

Hard though it is to remember, there did exist life before GitHub. For the OCaml community, this was in the form of the OCaml Forge run by @gildor478. The migration to ocaml.org (from ocamlcore.org) never fully went ahead and the site was deprecated to new users in 2017. I wanted to ensure that we documented the fantastic service that Sylvain provided for many projects somewhere on ocaml.org.

I'm hoping to get some help from @gildor478 with a brief history about it, and then we can figure out where to insert it on the main website. In the meanwhile, the notification of deprecation of forge.ocamlcore.org servers is that they will shut down on 2020-10-15; see ocaml/opam-repository#17297 for more details.
