Expected Behavior

There should be audio both on the stream and in VOD every single time the stream starts when split VOD audio is disabled.

Current Behavior

There is no audio during the stream, but it is present in VOD.

Steps to Reproduce

The issue seems to be intermittent, no clue how to replicate it...

Anything else we should know?

The issue doesn't occur on 31.1.2, started to appear after the update to the 32.0.4 and stopped occurring after downgrading back to 31.1.2. Issue appears randomly, sometimes restarting OBS fixes it, other times it does not.

Just to confirm...
I assume with "split audio" you mean the Twitch VOD audio track?

Does the issue occur with new streams or after a stream crash/disconnect? Do you have Twitch's Disconnect protection enabled?

From the sparse description it vaguely sounds like a repeat of #5572

It does occur on a fresh stream, twitch disconnect protection is enabled and it can get fixed even after stream crash/disconnect.

To be exact: when terminating the stream non-gracefully, restarting OBS and connecting again, sound sometimes get fixed (while disconnect protection is enabled) and there is audio both in VOD and live. And the issue also starts with the fresh stream, after more than 24h of inactivity on Twitch account.

In the log you sent, you have the VOD track enabled.
That having been said, open the advanced audio properties window, and set Desktop Audio to Monitoring Off.
Check if that solves the issue. If it doesn't, attach a new log with that, and VoD track actually disabled, to showcase the issue you're describing.
