Add hot-loading to node documentation #1125

Oasis Core 25.0 introduces hot-loading support for runtime bundles. Update the documentation and node configuration by:

Adding runtime identifiers.
Removing paths to oracle bundles.
- Since paths are optional, we could moved them to an Extra Configuration section.
- Mention that ROFL bundles need to be configured statically.
Adding a registry URL under "Extra Configuration" section and noting that the default points to the Oasis Bundle Registry.
