Creating webhooks do not work as user cannot be selected

It looks like there is a bug of some sort in creating a webhook - if you click on the magnifying glass it just opens up the list of users in a new window but there is no way to select any particular user.

trying to figure out why it opens the separate window.

but for anyone trying to create a webhook in the meantime. i believe the form expects the user id as the value for user in the form in order to save successfully.
