rethink archive artifact s3 key

don't love that we are reuploading to same location
include workflow/job run number?
but needs to work if you are rerunning the workflow (ex: build was ok but deployment failed, should be able to rerun deploy job without needing to rebuild)

could tag PR build artifacts for later deletion/expiration
could tag release artifacts to skip expiration
