Conditions uncertainty, projects on Lvl 14 accessibility #357
Description
Completion of projects on Lvl 14, which was unavailable previously, because available upon construction of the camp on Lvl 2. I am unsure if this is intended as it seems to be inconsistent with the precedent of the other levels.
