[performance] speculation rules api / prefetching

We can improve the perceived performance of the api docs by introducing pre-rendering and prefetching of pages by using supported Browser APIs meant for that:

Next.js does this differently, it does prefetching by itself I think? Not sure if it uses Speculation Rules API and whatnot.
