Labels for scopes aren't working

@nicholas-fedor, I know it has been said before but thank you again for keeping this project going.

I had scopes working in the original project and this as well but it recently broke, I am not sure which version this happen in.

I think my setup is pretty straightforward. I have two watchtower instances. One the runs local and I use a scope called "mgmt" since this containers are used for management/automation tasks. And another call "remote" for the remote docker host. All of my containers are labeled as explained in the documentation.

Has anyone else run into this issue? Or successfully running multiple instances?

I would definitely like to ensure this functionality is restored and have created the following issue #601.
