Incorporate nidaqmx into internal automated tests

This is something that nimi-python did (e.g. ni/nimi-python#252 (comment)) and nidaqmx should probably follow in if they haven't already to catch if new releases break the package.

We have PR/CI actions now. We also have plenty of internal clients as well.

@zhindes I think this is about running the nidaqmx-python tests for each new build of NI-DAQmx.

@bkeryan Oh, right, I see. I think our existing (and hopefully soon-to-be-improving) CAPI testing is a good start, but this would be even better. I suspect this won't be a priority any time soon, but we can keep it open.

This was implemented in February 2024 but I forgot to update this issue.

For reference, the test run event is /src/daqmx/pipeline/events/daqmx_python_tests.yml.
