Event Registration Cleanup

My latest refactoring effort is around the Initialization_UserEvents.vi. This includes the following updates:

1. Removed unhandled events from registration
   Template Icons
   - Shortcut Menu Selection (User)
   - Mouse Enter
   Layer Pic
   - Mouse Move
   - Mouse Up

2. Rearranged registration order to group by controls

3. Removed DNL_Framework Templates and Layer Clust references from Referenence Cluster.ctl
   Wire both of these directly to Initialization_UserEvents.vi and Classes Initialization.vi

4. Reordered event cases to group related events

5. Use UID lookup to find decoration references as discussed in Decoration references #227

These updates are ready to go as soon as I get permission from the group.

The rest of the SteerCo. I doubt there will be any push back, but the process is there to keep us honest and keep us from stepping on toes.

Thanks for the refactoring improvements, Tim.

A further small improvement might be to wire the "error out" of these three Obtain User Event nodes. The three "error out" wires could be merged with each other, and that wire merged again just before the Register Events node.

This follows the general principle that: If it has an "error out" terminal, then its "error out" needs to be wired downstream.
