We need documentation with concrete steps on how to contribute

People who have tried to contribute find the process not well documented and confusing. We should flesh this out and document the exact steps needed to get to the PR state.

I'm talking about details of what branch to clone and how to work on it when AF is in memory when LabVIEW loads. e.g. How do we work on AF separately from what's in memory?

We also need to include instructions on how to set up the ADE for working with Actor Framework.lvlib as well as AF project providers. @niACS suggests starting a separate discussion for this.
