What

Review and revise the 3 column table header example, to make use of table headings and scope. To create a proper relationship between table cells and their column and row headers.

Design System table component.

Why

To improve the accessibility of the tables for screen-reader users.

Column headers used in two examples. Bug raised for responsive tables: nhsuk/nhsuk-frontend#985
