As a GitOps user
I want NGF to poll for updates to my policy bundle file
So that updates will be automatically applied to my resources

Acceptance

NGF polls the policy location and compares the remote checksum with the local checksum for the referenced policy
If the remote policy has changed, pull the policy and distribute it to the required dataplane(s)
The poll interval and checksum location are configurable
