Build WAF enabled NGINX Plus image

**As a** Plus user of NGF who wants to use WAF functionality
**I want** an NGINX Plus image instrumented with the NAP WAF module
**So that** I can able NAP WAF within my environment.

### Acceptance criteria:
- A NAP WAF enabled image for Plus can be built locally
