I have the similar issue, too.
Error on getting contrib pack: 3

I have the same error (Error on getting contrib pack:203). I have QGIS 3.24 Tisler and my OS is Ubuntu 20.04, I used to have 3.20 but Ubuntu updated it, and since I would not be able to use QuickMapServices.

if problem persists, check if your network is behind proxy which you've not set up in QGIS
